A Conversation with Cui Li

In this dialogue, Prof. Cui Li of Beijing International Studies University and Ms. Sun Wei of RLS Beijing mainly discussed about local practices on “eco-bank” at county level as one of various endeavors in China to promote ecological preservation while at the same time maintaining economic growth. Prof. Cui, the initiator of the “eco-bank” shared her views on the conception, achievements and challenges on the practitions which started in 2018, through answering the following questions:

  • How could an ecological bank address the contradictions between ecological protection and economic development?
  • How does the eco-bank practices follow the principles of government-led market operation which was released in recent years by the central government of the CPC?
  • What is the reason for the establishment of market for ecological products in China as a socialist country with public ownership of natural resources?
  • How can an ecological product be priced?
  • What are the achievement and challenges of eco-bank pilots in 14 counties so far in their strives for a triple-win situation in terms of ecological, economic and social benefits?

Cui Li

Cui Li (崔莉) is a professor at the School of Tourism Science of Beijing International Studies University (BISU). She is the Executive Director of the China Institute for Modernisation of Ecological Civilisation Governance of BISU, and the theoretical proponent and author of the Eco-Banking Programme and the Bank of the Two Hills Programme; she serves as an advisor to the governments of Dongcheng District in Beijing, Nanping City in Fujian Province.
